Strong, legally binding elements for equitable benefit sharing, proportional representation, and inclusive decision-making must be incorporated into the Bagmati Province National Forest Act Amendment in order to advocate for the rights of underprivileged communities. Legally requiring the participation of women, Dalits, Indigenous Peoples and Local Communities (IP and LCs), and economically disadvantaged people in Community Forest User Group (CFUG) executive committees is crucial. This guarantees that these communities are active rights holders who can actively profit from sustainable forest resources and climate adaptation, rather than merely being passive participants.
